
This CL patches a bug whereby inactive search engines were being surfaced via the suggestions provided by KeywordProvider. With this fix, only those search engines which are listed as "active" under chrome://settings/searchEngines will be surfaced via keywords in the Omnibox. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
