In URLLoader::OnConnected() when a local network request is detected, call into URLLoaderNetworkObserver::OnLocalNetworkPermissionRequired() to trigger an LNA permission request, and get the result back. If the permission was denied, block the request. The permission type was added in crrev.com/c/6325710. Page Info and ContentSettings integrations were added in crrev.com/c/6330700. The permission request and Mojo API were added in crrev.com/c/6337340. To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
