
The purpose of IsProcessSelfResponsible was to prevent responsible apps that lack Bluetooth metadata in their Info.plist from calling Bluetooth APIs and crashing as a result. However, the current implementation disables all responsible apps, even those that have included the Bluetooth metadata. We need to refine the implementation to ensure it only disables responsible apps that have not listed Bluetooth metadata in their Info.plist. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
