luci-bisection@appspot.gserviceaccount.com 3e9ab03898 Revert "Opt //base into unsafe-buffer-usage warnings, except PA and third_party"
This reverts commit 564151ecbd.

Reason for revert:
LUCI Bisection has identified this change as the culprit of a build failure. See the analysis: https://ci.chromium.org/ui/p/chromium/bisection/compile-analysis/b/8749750700168945313

If this is a false positive, please report it at http://b.corp.google.com/createIssue?component=1199205&description=Analysis%3A+https%3A%2F%2Fchromium-review.googlesource.com%2Fc%2Fchromium%2Fsrc%2F%2B%2F5457820&format=PLAIN&priority=P3&title=Wrongly+blamed+https%3A%2F%2Fci.chromium.org%2Fui%2Fp%2Fchromium%2Fbisection%2Fcompile-analysis%2Fb%2F8749750700168945313&type=BUG

Original change's description:
> Opt //base into unsafe-buffer-usage warnings, except PA and third_party
>
> Any files that have warnings are marked for now with
> `#pragma allow_unsafe_buffers` to allow them to compile. We can remove
> the pragmas as we make progress through //base.
>
> This will prevent new code from being added that is not bounds-safe.
>
> When clang plugins are not enabled use -Wno-unknown-pragmas to
> prevent errors on the pragmas we use to control the plugin. We
> avoid adding a define telling code if plugins are enabled, which
> would be needed to put the pragma behind a macro instead.

Locally using md_browser

# in chromium checkout
./tools/md_browser/md_browser.py

This is only an estimate. The gitiles view may differ.

  1. Upload a patch to gerrit, or receive a review request. e.g. https://chromium-review.googlesource.com/c/3362532
  2. View a specific .md file. e.g. https://chromium-review.googlesource.com/c/3362532/2/docs/README.md
  3. You will see something like
Base preview -> Patchset 3 preview | DOWNLOAD
at the top left of the page. Click on the second "preview" link to open the preview for the current patch set.

This gitiles view is the authoritative view, exactly the same as will be used when committed.
