The original CL was reverted due to the Win11 scrollbar up/ down arrows
having slightly higher contrast. This is expected with this change, but
was unfortunately missed, as Win11 bots are not run by default.
This CL reverts the original revert and updates all Win11 reference
images under third_party/blink/web_tests/platform/win/

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
