
`InlineTextAutoSpace::Apply()` had an optional vector for testing code to inspect its computation. This patch changes it to a callback. This reduces test-only code from the production, and makes it easier to change the core logic without changing tests. This patch has no behavior changes. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
