This CL adds official links to the visual studio section of the build documentation, from which installers for VS2017, VS2019 and Windows SDK can be downloaded. It also refers that section from the cross compilation documentation. Creating Documentation
Markdown documents must follow the style guide.
Preview local changes using md_browser:
