Added the 2 builders with the same configs as mac 11 version, except for specified machine versions. mac12-arm64-rel will replace the mac 11 equivalent in CQ in a follow up CL. Creating Documentation
Markdown documents must follow the style guide.

Review changes online with gerrit's links to gitiles
- Upload a patch to gerrit, or receive a review request. e.g. https://chromium-review.googlesource.com/c/3362532

- You will see something like
