The build_cr_components() rule, similar to build_webui() makes it easier to use the recommended WebUI build configuration for code residing under cr_components/. Migrating the following subfolders to use it, as proof that the rule can serve the various build configuration of existing cr_components: - certificate_manager (web components, without Mojo) - color_change_listener (no web components, with Mojo) - customize_themes (web components, with Mojo) - history_clusters (web components, with Mojo) Other folders will be migrated in follow-up CLs.
