Reland notes: Orginal CL had incorrect logic when populating
include_js2gtest_tests, which is fixed here.
Previously all WebUI tests were not included in Windows cross builds,
because js2gtest was not compatible with such builds
(crbug.com/1010561). Newer WebUI tests no longer use js2gtest and
therefore can be successfully built on cross builds.
Splitting include_js_tests flag to two separate flags
- include_js_tests
- include_js2gtest_tests
to allow differentiating between old and new tests, and hooking it up
to the chrome/test/data/webui:{browser_tests,interactive_ui_tests}
targets.
