
We started blocking pip windows when file dialogs opened to prevent them from being occluded based on uma data showing that this was a very uncommon occurrence. However, based on opened bugs, user reports, and partner feedback we've found that this solution actually breaks many use cases. Instead, we will replace it with a different solution (pip tucking). In the meantime (to stop breaking the use cases) we are disabling the feature that blocks pip windows when file dialogs are present. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
