This copies the functionality of optimize_webui, minus the invocation of Terser. Along with minify_js, this CL separates the bundling and minification performed by optimize_webui into their own rules. In a follow-up CL optimize_webui() will be modified to leverage bundle_js() and minify_js() under the cover, to remove duplication.
